各直属检验检疫局：

近日，美国农业部更新了输美禽鸟羽毛类产品随附兽医（卫生）证书要求。为保障我国相关贸易顺利开展，现就有关出证事宜通知如下：

一、从即日起，经深加工的属于出入境货物检验检疫分类代码品目020905所列产品，向美国出口时，必须随附检验检疫部门出具的兽医（卫生）证书。

二、证书除符合检验检疫出证一般要求外，必须填入以下中英文或英文证书用语：

出口羽毛：

The exported feathers:

(1) 清洁、干爽，无血迹、粪屑和皮块（少量皮屑除外）

(1) are clean, dry, and free from blood, manure, and skin (except that which is incidental to the feathers);

(2) 输美前经过120℃超过30分钟的热处理。

(2) were subjected to a heat treatment at a minimum of 120 degree C for at least 30 minutes prior to exportation to the United States; and

(3) 未暴露于或混杂其他动物源性材料。

(3) were not exposed to or commingled with any other animal origin material.

三、请各局主动向企业宣传美国新要求，加强技术指导，帮扶企业顺利出口。
